Property Title Verification in Telangana: The Complete Document Checklist

A comprehensive 3-tier due diligence guide for property buyers and landowners in Hyderabad. Check revenue records, Section 22A prohibited lists, and 30-year link documents before signing.

Key Documents & Contract Framework

Critical agreements, statutory approvals, and tax frameworks required for this transaction:

  • Title Deed & 30-Year Link Deeds: Confirms undisputed registered ownership and an unbroken 30-year chain of title transfers from original patta or allotment.
  • Encumbrance Certificate (EC): Tracks all registered charges, mortgages, court attachments, and registered transfers across a minimum 30-year timeline via IGRS Telangana.
  • ROR-1B & Digital Pahani: Validates Pattadar Khata number, extent in acres/guntas, land classification, and historical possessory entries on the Bhu Bharati / Dharani portal.
  • Section 22A Prohibited List Verification: Cross-checks revenue survey numbers against the statutory prohibited register to ensure the land is not government-assigned, ceiling surplus, or Waqf/Endowment.
  • Dharani / Bhu Bharati Digitized Parcel Data: Cross-verifies digital parcel Bhudhaar spatial identifiers against physical link deeds to eliminate survey number and boundary discrepancies.
  • Planning Sanctions & Layout Approvals: Validates sanctioned layout permissions, building permits, and occupancy certificates from HMDA, GHMC, or DTCP.
  • TS-RERA Project Registration: Ensures builder statutory compliance, promoter escrow allocations, and authorized layout drawings for ongoing real estate developments.
  • Property Tax Receipts & Municipal Mutation: Proves up-to-date assessment and municipal transfer in the local urban body (GHMC) or gram panchayat tax records.

The digital revenue layer on Bhu Bharati

With the migration from Dharani to the Bhu Bharati portal under the Telangana Bhu Bharati Act, revenue records are tied to unique Bhudhaar parcel identifiers. Start by pulling the Record of Rights (ROR-1B) to confirm the titleholder's name, Khata number, and whether any institutional mortgage is recorded.

Examine the digital Pahani across multiple agricultural cycles. The Pahani records historical cultivation, soil classification, and actual physical possession. Discrepancies between the ROR-1B and historical Pahani entries are common indicators of unresolved succession or boundary disputes.

Checking the Section 22A prohibited property register

The most critical legal hurdle in Telangana real estate is Section 22A of the Registration Act. This statutory list catalogs properties that sub-registrars are prohibited from registering under any circumstances.

Section 22A covers government-assigned lands, ceiling surplus plots, temple endowments, Waqf board lands, and properties under active court attachment. A property can appear clean on an online search while being flagged under Section 22A. Once flagged, registration is barred and bank financing is denied.

Why an Encumbrance Certificate is not sufficient on its own

A frequent mistake made by buyers and investors is assuming a 'Nil Encumbrance Certificate' proves undisputed ownership. An EC only tracks transactions registered at the Sub-Registrar Office (SRO) since 1983.

An EC does not confirm whether the seller has peaceful physical possession, whether unpartitioned family members have legitimate inheritance claims, or whether a civil court has issued an injunction. Complete verification demands examining the original chain of link deeds spanning at least 30 years.

Ancestral land, partition deeds, and succession claims

When acquiring property originating from ancestral holdings, examine the legal family tree. Obtain certified copies of partition deeds, settlement deeds, or succession proceedings to ensure every legal heir with a claim has relinquished rights or joined the conveyance.

Oral partitions or unregistered family arrangements frequently result in litigation years later when property valuations rise along expansion corridors.
